I think you should get the tiberium as close as possible to in this video http://www.youtube.com/watch?v=fQeljgOlDB8 it has bad quality so you should search for a better version of this video. Thats how tiberium should look. And wile your walking through a tiberium feild some parts should break off into your legs if you are running through it. There should be a key to carefully walk through the tiberium without getting shards stuck in your legs but dramaticly reduces speed. If you do, unfortunatly get heaps of tiberium stuck in you, you will slowly die of tiberium poisoning and have to get to a medical center fast to get some sort of medicine to stop the poisoning. But your suit can repell most of the tiberium for a certain amount of time. If you are on the ground half-dead from poisoning someone else can carry you on there back and take you back to base, or take a temporary fix for it but some time you will have to go back to base to get fixed up and get the shards taken out. But a medic in the feild can take out the tiberium and give the proper treatment to stop the poisoning. I hope I helped with the developement of this mod =)

Your ideas are really interesting, maybe we could add the slowing down option to the current damage and fading screen effects.
The rest would be too much to balance and code I think.
Our current tiberium grows like a plant and spreads over the whole island which was a hell to code already.

If you have ever played left 4 dead you would notice that those gameplay mechanics are similar. Like if you are damaged too much you will be incapacitated and a team mate will have to help you up, let go for too long your dead, when you are helped up your health slowly drains, it is then critical to get a med kit. What is too hard to code? is it them l4d type gameplay mechanics?
